Controller
Hoosier Lottery
Jim Molitor has worked for the Hoosier Lottery for more than 15 years – starting as an Accounting Intern before becoming a full-time employee in the Accounting department, serving as Controller since 2015. Jim oversees the day-to-day functions of the Accounting department including vendor payments, retailer sweeps, draw-related functions, journal entries, monthly financial statement preparation, and so much more.
In 2024, Jim performed critical functions related to two unusual issues. House Enrolled Act 1623 was implemented during FY 2024, requiring Jim to spend significant time reviewing and analyzing the Lottery’s imposed fees, fines and penalties. Additionally during FY 2024, the Hoosier Lottery purchased its headquarters building. Leading up to the offer and purchase, Jim worked closely with the Lottery’s Director of Legal Affairs to determine costs, return on investment and future operating costs. Jim has developed relationships with the property manager and has worked to ensure the appropriate banking setup, billing of tenants, future expenses and more. He will continue to adjust tasks as the Lottery moves forward as a building owner, and he is fully equipped to do a wonderful job. Jim has also taken the lead in recent GASB implementation – researching the standards and making relevant adjustments to financial statements and footnotes. Under his leadership, the Hoosier Lottery has had clean opinions and no significant audit findings.
The Hoosier Lottery is proud to recognize Jim for his ongoing faithfulness in ensuring that financial information is error free and for his willingness and ability to step up and perform tasks that are beyond those that are typical. This, in turn, allows the Lottery to meet its mission of maximizing revenues to the State of Indiana in a socially responsible manner.
